Heather has a long history in the oil spill and maritime community. She started as a NOAA Corps Officer, serving as a Deck Officer aboard NOAA research vessels, followed by a tour as an oceanographer with NOAA Fisheries in Monterey, CA working with Upwelling Indices and Coastal Transport in the eastern North Pacific. She then served as a Physical Oceanographer and Trajectory Modeler with NOAA's Office of Response and Restoration, and then later as the NOAA Scientific Support Coordinator for Coast Guard District 11, based out of California. Her next position was as a consultant and senior scientist with Polaris Applied Sciences, after which she served as the Regional Response Team 10 Coordinator for US Coast Guard District 13. Her next position was as the Regional Program Manager and Navy On-Scene Coordinator with the Navy's Northwest Region, after which she served as the Environmental Studies Chief for the Bureau of Ocean Energy Management's Alaska Region.
